Background

Jerry V. Haines is a partner in the Washington, D.C. law firm of Wiley, Rein & Fielding, where he practices primarily in mass communications regulation. There, he regularly represents broadcast licensees before the Federal Communications Commission in connection with transfers, licensing matters, and ongoing regulatory matters.

From 1981 to 1983, Haines served as a law clerk to The Honorable Ruggero J. Aldisert of the U.S. Court of Appeals for the Third Circuit. While there, he assisted the federal appeals court judge in review of cases and preparation for oral argument and drafting of opinions. During his second year, he supervised junior clerks, assisted the judge in preparation of books, law review articles, and other presentations. He also assisted the judge in his course, "Advocacy and Adjudication," at the University of Pittsburgh School of Law.

A former assistant professor of journalism at Point Park College in Pittsburgh, Haines taught undergraduate courses in radio and television writing, broadcast programming, broadcast management, the history of broadcasting, industry survey courses, and citizen participation in FCC proceedings. He also was a faculty advisor to journalism students, served on the college student activity committee, and was an informal advisor to the campus radio station and closed-circuit TV productions.

Prior to his teaching days, Haines was a radio announcer for stations in Minneapolis, Houston, Pittsburgh, and Greenville, S.C. He was an on-air personality in a variety of music formats; and occasionally served a relief TV weatherman; wrote advertising copy; produced public affairs specials; and programmed station automation equipment. Earlier, he was an officer in the United States Navy where he served principally as a junior officer in aircraft carrier's electrical and propulsion divisions. While there, he attended Navy schools in engineering, public affairs, and ship handling.

Haines enjoys travel writing and his articles have been published in The Washington Post and the Newark Star-Ledger. He is also a member of the District of Columbia and Pennsylvania Bars and a frequent participant in trade association panels.
